As of December 30, 2026, the EU Deforestation Regulation (EUDR) will apply to large and medium-sized market participants, as well as to micro and small enterprises that are already covered by the former EU Timber Regulation. For other micro and small enterprises, it will apply starting June 30, 2027.
In December 2025, the EU institutions approved a further postponement of the effective date as well as simplifications to the EUDR.
What simplifications does the EUDR bring?
In addition to the postponement, substantive changes were also approved to reduce red tape:
- In general, only market participants who place a relevant product on the Union market for the first time or export it from the Union are required to submit a due diligence statement. Downstream market participants or distributors are generally not required to submit their own due diligence statement. However, depending on their position in the supply chain, certain registration, documentation, and traceability obligations remain in place.
- Micro and small primary producers will in the future only be required to submit a one-time simplified declaration.
- Printed products have been completely removed from the scope of the regulation.
In July, the European Commission adopted further measures to simplify the EUDR. These include a delegated act on the scope of products and an implementing act on the EUDR information system. The delegated act will be submitted to the European Parliament and the Council of the European Union for review.

Which products are newly included in the scope of the EUDR?

For newly added products, the EUDR requirements will not take effect until December 30, 2027, to give companies additional time to prepare. Samples and products used for analysis, research, or testing are not subject to the regulation.
What changes are coming to the EUDR information system?
The EUDR Information System has also been further developed. In the future, companies will submit their due diligence statements and simplified declarations through this system. Simplified declarations are provided for micro and small primary operators.
